MSVCR71.dll cannot be found

I have a lap top that keeps showing this error code. I am not currently using it and would like some help. Pop ups keep comming up and the pop up blocker is not stopping them. CCleaner is not seeeing any spyware. I am at a stand still. The computer is currently off line and has not been networked to any other computers.

Go HERE and download the file. extract it and place the MSVCR71.dll file in your C:\windows\system32 folder and reboot the computer.

Then, go HERE and follow the instructions for posting a HJT log as an attachment and post a HJT log into this thread.
