My strange site loading issue

The DNS address is at ibbsonline.com and testing it against 8.8.8.8 (the global google dns) is very good,
so I would say the DNS is not part of your issue. Did you try disabling all browser extensions and plugins?
 
That was a fresh install of Windows 10 TP and using IE for the first few times. I had not loaded any plugins at that time. I didn't have Firefox installed at that time, was the only reason I was using IE.

This machine has been restored from a system image created Feb of last year, and the problem persist with 2 of the 4 extensions in Firefox replaced with different ones. But to answer your question on this machine, no I have not disabled all my add-ons. Seems irrelevant now that I know IE (on a completely different system) has the same symptoms.

If you need further details, I will do what I can to help find the issue. Regardless of which end it may be.
