New Custom PC wont start up, no fans, nothing

I recently bought the parts to make a custom PC. I used an EVGA 400w, fm2af8m-dg3+, AMD A6-7400K Kaveri Dual-Core 3.5 GHz Socket FM2+, 4 gigs of ddr3 hyperx ram, rosewell srm-01 case, and some seagate hard drive. The computer does not work. I tested the psu, it works fine, so I decided to replace the motherboard. The new one does not work. I odnt know what to do, I try taking it apart and repluging it back in, nothing, I plug in my mouse though, and the LEDS light up, but only for a second and then they turn off. I dont know whats wrong, can someone please help? Thanks.

Ive already done all of that, I replaced the motherboard, I paperclip checked the PSU, even if the ram doesnt work, why arent the fans going on?

So CPU came with HS and fan.

Remove motherboard from case, remove all but one stick of RAM, connect PSU as per motherboard manual, connect monitor to graphics connector. Start by shorting jumper as per video. Fan should spin, after 30-40 seconds should have one long beep as per http://www.bioscentral.com/beepcodes/amibeep.htm .
