New Custom PC wont start up, no fans, nothing

I recently bought the parts to make a custom PC. I used an EVGA 400w, fm2af8m-dg3+, AMD A6-7400K Kaveri Dual-Core 3.5 GHz Socket FM2+, 4 gigs of ddr3 hyperx ram, rosewell srm-01 case, and some seagate hard drive. The computer does not work. I tested the psu, it works fine, so I decided to replace the motherboard. The new one does not work. I odnt know what to do, I try taking it apart and repluging it back in, nothing, I plug in my mouse though, and the LEDS light up, but only for a second and then they turn off. I dont know whats wrong, can someone please help? Thanks.
 
Ive already done all of that, I replaced the motherboard, I paperclip checked the PSU, even if the ram doesnt work, why arent the fans going on?
