Have you tried resetting the jumpers or removing the cmos battery?? The cmos battery looks like a little coin. Remove it for about ten minutes and reinsert it and it will put BIOS back to factory defaults and hardware.

Just push the tab down holding the battery.

I tried resetting the cmos using the reset jumper, but I suppose I will try removing the battery.

but was able to solder it back on

Might have that burn something else when u soldering it back (pcb has multiply layers)

I missed the part about the ic falling off. That gotta suck because it voids all warranty moding the fan.
