Nokia Lumia 520 (Chinese language)

Hi nokia 520 running Win 8.1.Icant change language to English or region to United Kingdom.
Any help would be appreciated.I thought that if I reinstalled Win 8.1 it would resolve the matter but no such luck.

Just restore your phone again and while after rebooting change your language and region.
