OE6 Does Not Save Page As Designed

I produce an e-mail ezine. I design a page with text and images,usually 800kb to 2.6mb in size. When I'm finished the page is "picture perfect", but when I save it to my Drafts Folder OE does not save it as designed - it usually puts in extra space between objects. I can reopen the page and delete the space, but again OE does not save the deletes and I have a page with lots of extra space in it. I've had this problem with every version of OE, but OE6 seems worst. I've got plenty of hard drive space and 512k of RAM. Anyone know how to prevent OE from adding extra space. My OS is WIN98se.
