He tried to install photoshop 3 but after extraction, a note pad pops up with unknown scripts on it.

Looks like (actually pretty sure) a picture trying to open with Notepad

I'd say he has Malware installed, ask him to go through this: UPDATED 8-step Viruses/Spyware/Malware Preliminary Removal Instructions
