j'ai un probleme avec msn messenger qui ne s'ouvre pas c.à.d. impossible de se connecter au service de messagerie hotmail :msn messenger.
alors j'ai fait un tas de choses mais sans resultats .
je pense que mon ip est bloquée par qq'un via internet .

I did not entirely understand the the translation, but from what I got out of it, MSN messenger is having errors connecting to the server, and he thinks his IP is blocked by (q,q) ???

Maybe a firewall or something to do with your router?

That translation is probably from one of those google-bars or online translators (sic).

maerci (typo) = merci = thanks
qq'un = quelque un = someone
c.à.d. = c'est à dire = meaning ...

Never used and never will use IM, so can't help any further.
