I have an external hard drive connected to my computer that I have some games installed on. I am planning on getting a new, more powerful computer very soon. Will I be able to simply plug in the external hard drive into the new computer and play the games with all the benefites of the more powerful system?

Yes and no.
Depending on what you're connecting with (for example USB1.1 is useless) it may be slightly slower. If you use eSATA or some fast comunication connection then you may get away with it. Its mainly due to the converting from (ext. HDD) ATA>USB/FIREWIRE>ATA(PC) etc.

Some games may need to be reinstalled in your new PC, just to get the proper registry keys.. as in when you install the game, and it gives you an option on where to save the directory, select the Ext HDD and path, so it "reinstalls" it to that HDD
