Does the 3 pin by the 6pin power supply on my Radeon x1900 XT have a purpose?

Oh, and what does it mean when the T_FAULT and EXT_PWR lights are on xD, I get no display and I really want to get this fixed

You should have a power supply connection that fits the video card. You need to do this. It should take care of the error
