Quick question about Kernelbase.dll error

So I can't start up certain games, no error messages or anything just... nothing happens
So I check the event viewer and I get this,

So my question is, what is Kernelbase.dll , can I fix it or do I need to re-install windows?
As a final thought, as it just occurred to me, is kernelbase.dll the actual issue or does it point to something else?

Any idea what your computer specs are? Kernelbase.dll could be pointing to a memory issue or a Video driver issue. After you post your computer specs, we may be able to be more specific...
