NOTE: I will recommend an AMD dual-core processor for playing at high and medium settings because Oblivion benefits from multi-cores (Even a weak 3800+ X2 is pretty good in this game) and every part is assuming you want to play at a decent speed and all the parts I'm listing is not the max you can have. It's actually the average part needed to play at those settings.
