Provider AT&T has conflict with its own secondary services!
Smart Limits is incompatible with WiFi Calling :sigh: If you use Smart Limits, you will need to discontinue that service before you can enable WiFi Calling.
Help desk was less than helpful, but found this answer(and verified it is correct) by googling iphone wifi error code EDS0008.
As soon as I dropped S.L., I was able to get WiFi calling working.
