Becaure you’re factoring in places like Hungary and Romania that are anywhere from the high teens to mid 20’s. There’s also plenty of people there in Norway that aren’t classed as in poverty but are. For example poverty is normally classed as 60% of the median but if the median wage is 50K and the living is 35K then you have people earning 30k-34999 who are in poverty but aren’t classed as such. Also do you factor in the elderly who don’t earn a wage or children in the numbers?

The point is they have a higher percentage of their population with a higher standard of living than most EU nations… which leaves them with more resources to better parent their kids…
