what is it? i get it everytime i shutdown my computer and its geting really annoying

and i think there is something wrong with my built in eathernet card i try to go on sites...but the pages just wont load

it just keeps on loading and comes to a blank page

can anyone help me out?

these are my computer specs

BIOS: Phoenix - AwardBIOS v6.00PG
Processor: Intel(R) Pentium(R) D CPU 3.40GHz (2 CPUs)
Memory: 1022MB RAM
Card name: NVIDIA GeForce 8600 GT (this is a new grapics card)
