Unable to open task manager and have virus background

hey my computer has been having lots of problems lately and it seems like just more and more are happening. First my background is gone and now says "warning dangerous spyware, many viruses were found on your computer such as:... please check up the computer with a special software". when i try to change the background i don't even get the option to change it. second there's a thing on my toolbar that when i click it, it offers me to download antivirus xp pro and when i browse the internet there's a sentence at each website saying that i have virus's and need to clean them which when i click it, it offers the same thing. and on top of all that my task manager doesn't work because it says that it has been disabled by the administrator which i am. So after this long rant PLZ help me fix my computer

Boot to Safe Mode With Networking. During this post at any required reboot always boot back to Safe Mode Networking.

Left Drag mouse and Copy for Pasting all text in the box below. Make sure the slider bar goes to bottom from the @ to the end of the second exit.

Then paste to the black screen of an open command prompt. All may not apply so ignore errors.

hey mike sorry it took me so long to respond i just came back from a snowboarding trip tonight
i'll start on this tomorrow and i'll get the attachments to u as soon as possible

quick question do i do the techspot 8 steps in safe mode?
 
Yes! Safe Mode with Networking! Do 8 Steps and post logs!

After one log from each then boot to normal mode.
