Unable to PING a friend's computer

I am trying to play online with a friend and he can ping my computer, but I can't ping his. Others seem to have the same problem with his IP. What can cause this to happen?

EDIT: He is on the internet and has his firewall turned off. We both have the same ISP

Is he using a hardware or software firewall? If he has a software firewall and has turned it off, is he behind a hardware router? If so, check the router config to see if it is disabling ping or ICMP.
