Updating to 9.2.1

I've got an iPhone 4s currently on 7.1.2. I'm horrible at updating, obviously. My phone has 1 update (to 9.2.1) but it won't complete it. Just says "downloading" and the little settings wheel keeps spinning.
I'm somewhat technically challenged, so please be kind!

Can I update directly to 9.2.1 or do I need to go up the ladder and load each update inbetween 7.1.2 and 9.2.1?

Thats odd because I too have an iPhone 4s but mine still has iOS 7.1.2 & it always has been saying "Your software is up to date.". Hmmm

I tried to download an ap and it told me I had to have 8.something or higher.
