UPS repair

My ups outputs quit working on the battery backup side only. can I jumper that side with the side that is working and still have surge protector protection without the backup?

There's not enough information to give a well thought out answer.

Until someone that knows how to read the circuit (eyes on and possibly posses a schematic) says yes, I'm going to say no. You can't make changes to an electronic circuit, without first having an understanding of how that circuit functions.
