What are the reasons for changing IP address?

For what reason internet provider changes your IP address?
Why would someone want to change his IP address, expect that he just wants remove IP ban?
What are the specific cases or under what circumstances provider changes your IP address?
I would like to know what would it solve.
 
Two major factors; you have a purchased server address vs. a public user access.

In the former case, the IP was assigned when purchased and will remain until you purchase another and then drop the first.

In the latter case, the ISP Gateway will assign your IP using DHCP and retain it as long as the Lease Period holds. When expired, the new IP will in almost all cases just fall right back to the previous as the likely hood of someone else needing a new IP at the same time as you do is very, very low.

If you wish to play russian roulette with probability, power off your modem and come back in two or three days so that your existing IP gets reassigned to some new user
