Windows 7 screen shift

Having an odd situation I can't find any solution for.

My screen seems to have a horizontal shift on motion. It's only a few pixels and but it's enough to be annoying. The top of the y screen goes one way and the button the opposite.

Any suggestions?

Is it stable or does it jiggle or what?

What model? How old? When did it first appear? Have you tried another monitor or cable?
