My windows 7 is stuck on starting windows .I even tried with safe mode but it doesnt work .what should I do?

Safe Mode has a different first screen - - ARE you sure you're getting there?

Strike the Power-on key and IMMEDIATELY start hitting F8 at lease once / second until you get to the next screen
