Inactive Windows Software Restriction Policy

I can't open any programs on my PC because of the restriction policy.
Can't open System Restore so I can't reset the PC either. This is the message that I get:-

"Windows cannot open this program because it has been prevented by a software restriction policy. For more information, contact your system administrator."


Unfortunately I am the administrator and only user.
I can't run your Windows Repair program because as soon as I try to unzip the files, the same message appears.
Beginning to struggle a bit now. :mad:
Surely someone else has found a solution to this Malware or malfunction.
Helpful suggestions would be appreciated, Thanks.

I ran GPEDIT.MSC in safe mode with command prompt and changed the default setting for the Software Restriction Policy from disallowed to unrestricted.
Don't know how it had been set to disallowed, maybe a virus or whatever but that was the problem.
Going to check whether a virus is still lurking somewhere now that I can get to AVG et al.
