Windows theme service error

hi, i was looking at a thread which was opened in 06 about the theme changing problem in windows,

i have a similar problem in which windows is locked in classic theme and it does not show anything else but windows classic theme and apperance.

in services it says the theme service is stopped but when i try to start it it shows an error too
