You can download free 30 day trials for free, but that's it. After the 30 days you will need an activation key. Which you need to buy.

Yup as portaltreaf said you can only get the 30 day trial free and then you have to buy.
If you dont want to spend money you could aways try gimp. I've never used it as i have PS, but i've heard it's suppose to be fairly good..and free ! =)
