Changed motherboard, did not fix. Power suply tests good. What is the next best guess to keep powering up ?

Confirm description.
PSU is plugged in and PSU switch is on. PSU is connected to motherboard - both connectors as per mobo manual. PSU is connected to video card as needed as per video card manual. Power button is properly connected to mobo. Then you press the power button and absolutely NOTHING happens (no sound, no motion, no lights - dead).
