Blue Screen with Stop Error : 0x00000024

Hello

I have encountered a problem in my desktop. The error code in the blue screen turn out to be the following :

STOP : 0x00000024(0x001902FE,0xF7C3F6D4,0xF7C3F3D0,0xF76D4D4F)

Ntfs.sys - Address F76D4D4F base at F7687000, DateStamp 45cc5697

Furthermore, I can't do anything to the computer when I restart it as it keeps returning to the page before the Welcome page. I can't go into the safe mode too. Can anybody please help?
