"Are we going to allow a means of communications which it simply isn’t possible to read?"
By those who were never intended to read said communication, yes absolutely. In fact, they likely don't have the power to stop every form of encrypted communications, at least not without defecating on several human rights in the process. It's also impossible to draw the line on what they'd consider an encrypted communication, would an encrypted vpn be subject to their spying? Hell, what about HTTPS? Any and every encrypted document? It's just not possible, so why bother targeting such meaningless apps in the first place. If anything all that came of this it's going to be disappointment towards Prime Minister David Cameron for coming up with such a horrible idea.
