Can't view a webpage

I was given a laptop by a friend to look at, he said it had a virus and "crap" and wouldn't get on the net. I ran adaware and cleared some stuff out, cccleaner, all Windows updates. I can ping yahoo so it has some connectivity. I pull up IE and it won't work, I also tried Chrome and Firefox. I also uninstalled mywebsearch which I know causes problems. One thing that I got was an error with Spybot "the tcp ip protocol is not installed properly". Anyway I can go about reinstalling this or do I have to do a repair, the OS is Vista.

if ccleaner couldnt fix it then u might have to repair the OS....u can try googling ur problem before u try repairing
