Cd Drive or Motherboad problem

OK so my Hard Drive blew up the other day in my laptop. So I installed a new hard drive. However, now I am having problems with my optical Drive. When I look up my bios the optical drive is not in the boot devices so I can not install windows or boot up my computer.

The green light lights up on the optical drive when I start my computer. So the Optical drive is getting power.

How can I tell if its a Bad optical Drive or the motherboard.

After I start the computer I get this error

Reboot and select proper boot device or insert boot media in selected boot
 
boot order

I only have 2 devices in the boot order Hard drive and Network card and I tried disabling the network card also when I boot up with no luck.

My Optical Drive does not show up in the Boot device
 
So I took my Optical drive out and put it in another laptop that i have and the optical drive worked so am guessing it a motherboard problem with the Optical Drive. Is this correct.
