Dell, missing icons, taskbar & other problems

i am new to the threads but hopefully you can understand me lol. My Dell laptop Win Xp os Is having problems similiar to the thread the other day on this site. I have missing Desktop icons ,taskbar and it also prevents me from pulling up the ctrl alt del control application.
I can not enter safe mode and my computer also brings me back to the welcome menu when I click on my user. I can't really do anything and my knowledge on f8 and f12 is somewhat mild so if you have any ideas or solutions they would be the utmost helpful.
