Executed program showing in task manager but not starting?

I am trying to run a game, and when I run the exe, i get the hourglass for a second, and it appears in task manager, but nothing else happens. Why do you think it is not initiating?

What game is it? Was it downloaded? Or is it from a legitimate bought disc?
