External DVD CDRW Drive turns off, turns on, turns off...etc.

I have an external DVD CDRW drive that keeps being added then removed added then removed. That is all that it does. You know how Windows XP does. It plays that little two tone sound each time a device is added or removed...it is so annoying. I cannot use the drive as it does not stay "added" long enough. I am stumped...I have never heard anything like it. Have you?

Did the unit ship with drivers? ?
It also might be a cable issue. Inspect that cable or try a new one and or another USB port. If you have it on the front of the case try it on a rear USB port. I've seen machines where the front ports carried less power than the rear ones.
