Extra Programs menu

For some weird reason, there is a Programs tree in my Start Menu Programs main tree. Any attempt to get rid of it and file icons start disappearing from the directories, It's not a major problem, just an annoyance. Is there any way to get rid of the second Programs directory safely?

Actually that menu either exists here:
Start->Run-> %alluserprofile%

Or here:

Start->Run-> %allusersprofile%

And then just locate and open "Start Menu" folder

You can delete it from there. BUT don't delete the normal one that is called "Programs" folder
