First Build

What are your needs? Why do you need 32GB of RAM? There are a few things that do not make sense in this build. Are you looking to use it for gaming or as a workstation? Do you really want 4k?

First thing I would do is get a B350 motherboard instead of an A320. Even better if you get an X370. Second thing would be to get a 16gb kit of ram (2x8gb) instead of two individual sticks of 16gb ram. The higher the rated overclockable frequency and the lower the timing the better it will be for Ryzen. Third thing ties the monitor to the graphics card. Right now you'd be lucky to find a single graphics card for a decent price. I see that you have a 4k monitor listed, you would need a 1080Ti to efficiently run games in 4k @ 60fps. For a 1080, I would recommend 1440p. Look for a monitor with a high refresh rate with low latency. I purchased an AOC Agon to go with my 1080 and it only cost me $300. If you're adamant in purchasing a 4k monitor instead then I would go with a 1080Ti. This is if you want to build one right now.

My ultimate recommendation is to wait. Save up another 300 to 500 dollars and wait for 3 major things to happen.
1. The GPU market levels out again after crypto mining cools off.
2. AMD to release Pinnacle Ridge Ryzen CPUs.
3. Nvidia to release their next gen GPUs.

At least 2/3 of those will happen this year. Save your money and wait a little longer.

If you decide to build now, these are the changes I would recommend:

Keep in mind that GPU prices are high so the ultimate cost will be high and that you will need to purchase more fans for that case to keep things cool in there.

SunnyRed don't buy that toshiba drive, also ram prices are too high right now, settle for 16gb, also you really want that lg screen at that size ?
The ram I chose for you I prefer it if you get that for now, wait till late april to see what happens.
Save yourself nearly 150.00 on a new tv/monitor, check the link as provided be sure to pick up some premium hdmi cables.
Lastly the ssd looks nice that you chose but get more of a quality ssd drive also windows/linux will love it to death.
Not bad for a ryzen build but don't break the bank trying to build one at a costly price tag.

MaikuTech may I ask why you chose to share those parts? Aside from the M.2 SSD I feel like these aren't as great of a choice either. For gaming a 720p TV would not be a good choice whatsoever and sticking to 1 8GB stick of RAM would also not be a good choice, even if you meant for him to purchase 2 of them that would be a bad deal. The Red WD 2TB seems a bit overkill plus the price seems a bit steep. I'd suggest he'd be better off spending extra money on either a 2.5' Samsung 850 EVO or even better the M.2 form factor version which is currently cheaper: https://www.newegg.com/Product/Product.aspx?item=9SIA2W02CZ2241, instead of purchasing the WD Blue SSD and for him to purchase a WD Blue Mechnical 1TB drive.

It seems to me that his budget is fine, he is simply misguided by the parts he can choose for that amount of money. Simply read my response and you will understand what I mean.

If you really don't know what the parts do directly no I won't answer you I chose those parts for a good reason.

That's ok. Based on this response I can see that you have no answer to give because there is no rational reasoning behind it.
