Frames constantly changing when playing games?

So I recently bought a EVGA Geforce GTX 960 to upgrade from my built in graphics card. Now when I play games, the frames go crazy. It's like a milliseconds timer. It goes anywhere from 20fps - 300fps. These fps changes cause my game to lag drastically. When I cap them it doesn't matter, it goes below my cap. Does anyone know a fix, or why this is happening? Thanks.
 
I recommend that you do the following:
  • Disable on-board graphics - This can be done via your BIOS.
  • Do a clean install of GPU drivers - Grab DDU and uninstall your GPU drivers and then reinstall the latest release.
