Guest accounts replying to threads

Just curious, I ran by a thread that showed guest accounts were posting without creating an account. When was this instated and how would they be held accountable if they were spamming/abusive? I guess you could block their IP's but I'm just curious.

That was years ago and worked well for a while. Today you need to register an account to be able to post/like/comment/etc. and that's been the case for at least the past 3+ years.

Guess I'm at "little" behind the times. I didn't even notice the date on his post.
