Guild Wars lag

I dont understand why guild wars is lagging. I'm not running anything other than guild wars and my ping is like 200 to 300ms when im idle. my computer is amazing:

intel i7 920 (running at 2.8 ghz)
nvidia geforce gtx 275 (i believe 512mb)
6 gb ram (not to mention the 14.5 gb stick of readyboost)

one thing i noticed upon opening the case is that 2 of the three fans aren't running.
the one fan has lights and when i turn them on. . .well they turn on which means its plugged in any solution to either of these problems

sorry it took so long to reply.
I'm running 750 watt which should be ample, but on the bright side i think i found the problem. because it was only the third time running guild wars all the background downloads weren't done, now that they are (for the most part) I'm fine thank you for the help though
