How to dump it

first hello im new to this forum, ok back to business i have a pretty decent knowledge of computers and well my brother in law obtained this free computer from a friend and well it is just a older dell with xp on it and a bunch of junk ranging from games to saved picture files .. and it is so lagged down it wont barly even run is there anyway i can just dump the whole computers hard drive and then just like re insert the start up disk in and make it like a new computer again or what? please help me and kinda dumb it down for me not to good with all the terms

You'd need the System Restore disk(s) OR a full install disk of Windows. If you have the restore disks just boot off of them and follow the directions on screen. If you have a Windows disk, boot from that and when you select where to install you can choose to format and install.
