I found that Intel graphic driver's "application optimal mode" causes the blur.
In older Intel control center, it can be disabled in global mode.
In newer Intel command center, it must be disabled per application.

I like how it is made clear up front that there is no "one size fits all" solution - you may have to play around with different settings for different applications. For instance, one of my 1990 games needs high-DPI scaling forced OFF for it to properly display HUD components, while another one released a year later works better that that on.

One more thing that hit Nvidia user, which causes any Metro Apps got pixelated text on blur. Make sure you turn off FXAA on global setting page of Nvidia driver. It works fine for games, but not for Windows.
