I can't open programs and i am infected with alltypes of viruses! Please help!

Okay, first off I can't open anything except internet explorer. and about every 20 minutes my screen will go to a blue screen that tells me im infected with multiple viruses. How can i fix this, or can i not fix it, will i just have to buy a new computer? please reply. I am in desperate need of help!!!!!!! thank you
