I get 20 FPS on DOTA 2 is this normal?

If the game is running fine and playing normally, maybe so but 20fps in dota, no you should be roughly at 40fps or 60fps.
Do what cycloid recommends and tell us what it says, a screenshot will do so we can it first hand.

AMD A9-9400 RADEON R5 has 2.4 Ghz CPU frequency while DOTA2 requires 2.8

Other requirements are GPUs such as nVidia 8600 or AMD 2600. I cannot find any clear graphics benchmarks for the A9 which has 3 graphics cores and about 2.5 GB of dedicated memory, so I cannot tell you how it stacks up.

Maybe someone knows where to find such.
