Internet Explorer Toolbar Hides

I am running XP home. When I open Internet Explorer I lose some of the standard information ie File, edit, view, favorites, tools, help at the top of the page. To retrieve it I have to select the Restore/Restore Down button. What setting needs to be changed to make these fields stay in place? Also, shouldn't IE always open the Window in the "full" position and if you want to reduce the size of the Window you would then select the Restore Down button? Sems like there are two settings that need to be changed here.
