Is an intel core 2 duo e5300 cooler strong enough for a core 2 quad q9650

I'm doing some basic upgrades on a hp pavilion p6110f and have already ordered the new CPU, I just want to know if I should get a new cooler while I'm at it, the socket is LGA 775

A price range of under 30 dollars is preferred if you have any particular products you would like to suggest
 
Yes do not use the original heatsink fans, you buy this, look at the specs tab.

That has great fan rpm speed, when that cpu is working and heats up, that heatsink will be able to keep it chilled off.

That grease works wonders on that heatsink fan, I have it on my core i5 7400 kabylake right now.

If newegg.com is too high for your budget check around ebay and amazon.com as one of the sellers may offer a lower price for new.

The page you linked is showing an alternate seller to Newegg itself, and a price of close to $44.00 I seriously hope to god you didn't pay that much for it.

The vendor in that link "Outlet PC", is best described as an "opportunistic parasite", having put up, (during the great graphics card shortage), Nvidia 1050ti models, for close to $400.00 (I paid $140.00 for the best one EVGA markets, before the crunch).

When the original 212's cane out, they were 20 bucks, cash & carry from Microcenter.. ("instant rebate", IIRC),

One thing I will say in favor of the 212 series, is that you can slide the fan up a couple of fins, to gain access to the memory socket closest to the CPU, to install or remove a DIMM, without actually taking anything apart.
