Inactive Is this a virus? Fixing friends computer

Hi, generally i'm good at cleaning out friends computers and removing virus' and what not but yesterday I came upon something that I havent seen before.
I loaded a pic I took with my iphone on photobucket.. http://s1233.photobucket.com/albums/ff400/N1nJa5/
Their computer stopped working for a while and now when I turn it on and try to start up this is what I get. Is this a virus? If so what do I have to do to get rid of it

There is nothing in that image that tells me anything.

    [o] Don't use a Registry cleaner or make any changes in the Registry.
    [o] Don't download and install new programs- except those I give you.
  • Please let me know if there is any change in the system.

I cannot get past this screen on start up. If I click anything it freezes and wont continue startup. I cant run anything on the computer because I cannot even get it to start up. How would I go about scanning it through my computer?
 
If the computer won't startup, you can't scan. Can you boot into Safe Mode?

Boot into Safe Mode
  • Restart your computer and start pressing the F8 key on your keyboard.
  • Select the Safe Mode option when the Windows Advanced Options menu appears, and then press ENTER.

Do you have a clean flash drive?
 
I do have a clean flash drive, and no, i cannot start up in safe mode, or any mode at that. When I click enter the computer just freezes
 
I can't do anything for you if you can't start the system. Tell your friend that it's going to need hands on help.
