my comp. wont re-install windows!!!! please help

my computer, when reinstalling windows, freezes at the screen that says, in the upper lefthand corner- Windows setup and on the very bottom-setup is starting windows!!!

is there a hardware error that could be causing this or is it something i can fix by any other means??!!! please help this would be greatly appreciated

If your CD is pre-service packs and your PC is XP/SP1 or /SP2 you get problems like that.
