Need to delete a dll from my computer

My operating system is Windows XP and it is not letting me delete the file, "opengel32.dll" from the C:\windows\system32 folder. The file is digitally signed which allows windows to reconize it is gone, and therefore restore it. Just to complicate things further, I can not delete this file from DOS using a boot disk. DOS does not reconize my C: or my D: partition. If anyone can help I would be very grateful.

Delete it from the C:\windows\system32\dllcache folder first.
DOS can't recognise it as (presumably) those drives are NTFS.
