New restrictions on China's rare earths will likely disrupt tech and defense industries

China has tightened control over the global rare earth supply by introducing new export restrictions that could disrupt industries dependent on these materials. The latest measures, announced late last week, target seven elements – including scandium and dysprosium – used in smartphones, electric vehicles, and military tech. Rather than a blanket ban, the rules require exporters to obtain licenses and specify how buyers intend to use the materials, creating bureaucratic friction that could delay shipments and drive up costs.

Rare earth minerals play a critical role in modern technology thanks to their unique chemical and physical properties. Scandium, for instance, enables high-performance RF front-end modules in telecom devices by forming Scandium Aluminum Nitride, which boosts signal strength and efficiency. Manufacturers use this material in high-frequency wave filters for 5G smartphones, Wi-Fi systems, and base stations. Although each semiconductor wafer requires only a small amount of scandium, leaving it out would compromise the performance of critical telecom components.

Dysprosium supports a wide range of industries. Manufacturers add it to neodymium-iron-boron magnets in hard disk drives and electric vehicle motors to stabilize magnetic properties at high temperatures. Engineers also use dysprosium for radiation shielding in nuclear reactors and satellites. Its use in Magnetoresistive Random Access Memory (MRAM) strengthens stability in the device's magnetic layers.

Other restricted elements – including gadolinium, terbium, yttrium, lutetium, and samarium – also serve critical functions across advanced technologies. Substituting them often requires expensive workarounds or leads to noticeable performance losses, making them difficult to replace without compromise.

China's dominance in rare earth production stems from decades of investment in mining, refining, and processing infrastructure. The country produces nearly 70 percent of the world's rare earth mining output and over 85 percent of refined production. Although rare earths are not geologically scarce, their extraction and refinement are complex and expensive. China's ability to efficiently produce these materials has allowed it to maintain a near-monopoly on supply chains essential to industries from consumer electronics to defense systems.

The export restrictions seem to be a strategic response to rising trade tensions with the United States. Beijing has presented these measures as necessary for protecting national security, citing tariffs imposed during the Trump administration. However, they also function as a geopolitical lever to influence global technology markets. These new restrictions represent the third round of export controls China has enacted recently, following earlier limitations on key materials like gallium and germanium used in semiconductor manufacturing.

The restrictions could have profound implications for chipmakers like Broadcom, Qualcomm, TSMC, Samsung, Seagate, and Western Digital. Rare earths play a critical role at various stages of semiconductor production, from wafer-level materials to high-performance components. Supply disruptions could send ripples through supply chains strained by ongoing global chip shortages. Analysts warn that prices for restricted materials may double or even quintuple as manufacturers scramble to secure alternative sources.

China's export controls have far-reaching consequences, impacting commercial markets and national security. Rare earths are vital for advanced defense systems, from fighter jets and guided missiles to surveillance drones. If supply disruptions persist, they could delay key military projects or drive up costs significantly. The U.S. remains highly dependent on Chinese imports for these materials, with only one domestic mine, a vulnerability that policymakers have flagged as a serious strategic risk.

Despite China's dominance, efforts to diversify rare earth supply chains are underway globally. Countries like Australia and Vietnam have expanded production, while others focus on developing recycling technologies and alternative materials. Japan, for instance, has decreased its reliance on Chinese rare earths from 90 percent to 60 percent by opening domestic mines and forming partnerships with suppliers like Australia's Lynas Corporation. However, Beijing's control over these materials remains unrivaled for the most part.

Yes and no...

America has A LOT of those minerals and metals, they just don`t exploit them because it is way cheaper of doing it in third world countries.

Since now China and the USA want to play hard, many countries will exploit their natural resources way more, like Canada for example who possesses those minerals and metals in sizeable amount.
 
USA needs to start the invasion of Greenland ASAP. Trump stated trillions now being invested in new factories right as we speak, so they should be coming on line in days.

Now 50% of USA national forests are open to logging, we can use the wood to power the rare earth factories . Burn baby burn I say. EPA rules neutered so great news we won't need the rivers to feed the forest anymore , we exported that rare earth pollution , let's bring it back to The good old USA .

I for one will forgo my tech job to work in the mines of Virginia or long hours in Union free factories for $15 an hour and no benefits , and I know my extra 24 hours of overtime will be tax free 15*24 - that's a big number in my pocket- don't need no commie 50% or double pay OT.

I will sleep in a drunken stupor knowing our mega rich are getting richer :)

This was cringe, but to each their own.

I am all aboard tapping into our own natural resources, the US has been far too reliant on foreign countries for their resources all while knowing that it’s horrible for the environment and those around the sites just to say “we’ve reduced our carbon emissions and are protecting the planet”. Are they really though? They’re just shifting the problem elsewhere at the cost of other peoples lives.

Why not do it here, and find a way to do it safer and more efficiently?
 
Excellent, this is exactly the impetus needed to get the US to start exploiting its own rare earths (and possibly those of other countries). The sooner the entire manufacturing chain is taken away from China, the better.

Indeed, and probably even more than that. We have 300 years worth of oil under our lands that we’re not using because of Climate Psychopaths.

Instead of making deals, I’m sure Trump will instead propose to take over Canada and Greenland so that we can continue our “national security” business as usual. All a circus of epic proportions.

Not sure what, if any, benefit there is doing it in the order that Trump has chosen but I can see a lot of downsides.

You forget, our corporations are 150% driven by stock price....this is the catch-22 of our new economy. Doing or making ANYTHING costs much more than third world slave labor without any environmental concerns. If we have to do it ourselves, our profits might drop, and the corresponding stock drop will be even worse.

Like it or not, the only way we start being self sufficient is to demonstrate the the pain of being at the mercy of others.

Speaking of the stock market, we've dropped like a rock the past few days, and the reality is, NOTHING has happened yet. Wall Street and the computer trading systems are doing this 100% on fear and automatic selling by algorithms. God forbid we actually wait and see what happens before we decide to tank our markets, just so we can be "out in front of it"? Or are they causing more problems that would have actually happend? We'll never know.

While we';re at it, does anyone actually think Tan is going to keep the foundry fixes going and push ahead at Intel? Or, since his compensation is almost all stock price based, will he pump and dump the foundries any way he can to line his own pockets?

The minerals the USA buys from China is nothing compared to the sheer amount of goods China sells to the USA. I imagine that right now the Chinese leadership are in panic mode. We are all bitching that we may have to pay a little more for our foreign goods. But China is dealing with the potential of hundreds of millions of unemployed as the factories close down.

So what? Chinese people losing their jobs doesn't make my life any better.

We will have to pay more for things. A tariff is just a sales tax based on country of origin. And we raised tariffs on the whole world. So almost everything is getting more expensive.

The part you are also missing is that the only way China loses jobs is if Americans can't afford to buy their stuff. So the only way to cause China pain through this is by causing Americans pain. Which is why trade wars are stupid - because everyone loses!

China doesnt care about people or environment, only optics for it leading party.
 
China is not the problem. Rare earths are not rare - they are abundant, but rarely mined.

The water melons are the problem.
These things that appear green, but are red inside. Commies disguised as environmentalists, that obstruct any attempt to obtain natural resources or manufacture anything.

Some of their areas are dead, killed by toxic waste. It includes flora and fauna once populating those areas. Even if we did the same, it would be very sad to see nature destroyed.
Maybe it is time to give lot of money and subsidies to scientists and people willing to open their mining companies that can mine those minerals without poisoning water and earth or at least do it at much lower rate.
