For PC enthusiast perspective. I've tried the ultimate tier last year when Nvidia had 2 free months using a cx 48 oled and 9800x3d's integrated graphics connection which allows 4k 120hz 4:4:4 10 bit color. The holdover experience was decent obviously no where near a dedicated 4090/5090 experience. In Vermintide 2 I did see artifacts and slight latency but it was definitely better than running the game on integrated graphics or purchasing a holdover gpu until I got my hands on the 5090.
I believe Nvidia's perspective comes from a spectrum of target demographic audience from console gamers who often are accustomed to 30 fps experience and upscaling from low resolutions as a gateway to PC gaming and to PC gamers who are also on the budget side who simply can't purchase a PC worth $2000 or more to experience ray tracing with all the bells and whistles on. The vast majority outside a few niche customers aren't playing raytracing titles as well more than a few hours a week at most. For example Alan Wake 2 can be stretched to 30 hours of gameplay.
I play with friends in Brazil the ping is similar to a dedicated hardware experience in Vermintide 2. (120 ms for both using wired Fios gigabit connection )
This was using the 4080 tier.
The cheapest you can diy using a 9800x3d, 5080, 32 gigs of ram at 6 ghz, nvme storage, psu, case etc is around $2500 today.
If you don’t have any other components and need a new pc today it you use a 0% credit card at 21 months for a monthly payment of $119 to own that PC. If you just need a high end gpu like the 5080 alone it will cost you $47 per month for 21 months to own the gpu.
If you go with a 9070xt it will cost you around $30 x 21 months to own that gpu and experience will be much much better than the GeForce experience.
Conclusion it can cost similar upfront cost and you own the hardware depending on your upgrade needs on monthly basis, but in the end you'll own the hardware and have a superior experience as well!
