Password Authentication System error

Would any one have the program to get your BIOS password or a Boot Password....

I have a Dell XPS M1710?

I know there is other trends in here but none about how to download the software..

Not in the way you describe the problem.
There should not be a BIOS password or Boot password unless you installed it yourself... and Dell is not much help once it has been passworded... but they will repair the password problem for a fee if you ship the computer back to them after verifying that you are the legitimate owner.
